JD Safety Officer
JOB SUMMARY/ PURPOSE
The Safety Officer is primarily responsible for promoting occupational health and safety within the organization. Together with the Administrative Supervisor, he/she shall be in-charge of developing, implementing, administering, and establishing programs of the Company in compliance with government laws and regulations, specifically on Department of Labor and Employment – Bureau of Working Conditions’ (DOLE-BWC) Occupational Safety and Health Standards, and with the policies of Toyota Motor Philippines’ Dealer Environment Safety and Health (TMP-DESH).
1.1. Compliance with DOLE-BWC’s Occupational Safety and Health Standards
DUTIES AND RESPONSIBILITIES
- Representing the Company to DOLE-BWC and other government agencies concerning work safety.
- Attending all safety-related seminars required by DOLE-BWC.
- Ensuring 100% implementation and compliance of all Departments to DOLE-BWC’s Occupational Safety and Health Standards.
- Coordinating with government agencies for speakers on seminars related to occupational health and safety
- Preparing and submitting Annual Reports to DOLE
- Implementing the following policies in coordination with the Human Resources Department (HRD):
- Drug-free Workplace;
- Hepatitis B;
- Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS);
- Lactation;
- Sexual Harassment;
- Solo Parent Welfare Act; and
- Tuberculosis.
- Coordinating with HRD for additional policies and/or revision of existing policies that may be required.
1.2. Permits, Licenses & Insurances
DUTIES AND RESPONSIBILITIES
- Update and maintain an annual calendar/ schedule for application and/ or renewal for all government Permits and Licenses
- Processing the renewal of permits and registration requirements of the company (Real Property tax, Business Tax, mayors permit, barangay permit, DTI accreditation Fire and safety inspection certificate)
- Process renewal for all company insurance policies: Fire & Lightning, Commercial Vehicle, General Public Liability and Performance Bond.
- Maintain an organized file of permits, licenses and insurances.
2.1. DESH-DSMS AUDIT
DUTIES AND RESPONSIBILITIES
- Ensuring 100% compliance to TMP-Dealer Safety and Health Management System (TMP-DSMS) standards and audit checklist, in the following areas:
- Management Commitment
- Training and awareness
- Workshop Safety
- Emergency Response Preparedness
- Toyota Safety Culture Promotion
- Vehicular Accident Prevention
- Parts Safety
- Health Programs
- Preparing, conducting and submitting quarterly TMP-DSMS self-audit.
2.2. TMP-TDSP REPORTS
DUTIES AND RESPONSIBILITIES
Prepares and submits all TMP-TDSP required reports as per required schedule:

- DESH-KPI Report
- Dealer Stockyard Report
- CI Signage Report
- Prepare and submit all other reports that may be required by TMP from time to time.
- Ensure that full points for TDSP scores are always achieved.
3.1. OSH COMMITTEE
DUTIES AND RESPONSIBILITIES
- Spearheading the Safety Committee established by the Company.
- Promoting and ensuring the observance of the Company to occupational health and safety standards.
- Communicating frequently with the Management to report on the status of occupational health and safety programs.
- Ensure that OSH Committee Meetings are held quarterly
- Prepare and submit corresponding Minutes of the OSH Meeting to DOLE as per schedule.
3.2. TRAINING & AWARENESS
DUTIES AND RESPONSIBILITIES
- Preparing and ensuring full implementation of annual occupational health and safety training plan to Team Members.
- Conducting trainings and refresher courses on occupational safety and health policies and/or programs to all team members regularly.
- Ensure seminars and trainings to Team Members’ regarding awareness about Safety are implemented
- Conducting safety induction
- Prepare an Annual Training Plan based on Training Needs Analysis submitted by concerned departments.
3.3. HEALTH & SAFETY PROGRAM
DUTIES AND RESPONSIBILITIES
- Developing programs for occupational safety and health that aim to provide safer and healthier workplace conditions for all team members.
- Prepare an annual PLANS & PROGRAMS proposal for approval of the Management and ensure implementation as per approved schedule.
- Ensure that all supporting documents for the implementation of all safety programs and activities are accomplished accordingly. (Budget approval, request for payment, post-activity report, etc.)
4.1. Safety Works Permit
DUTIES AND RESPONSIBILITIES
- Ensure that all works to be done inside the dealership by outside contractors have corresponding safety work permits
- Conduct safety induction for all contractors before proceeding with works to be done.
- Maintain a Masterfile of all Safety Work Permits issued.
4.2. Departmental 5S audit
DUTIES AND RESPONSIBILITIES
- Conducting daily rounds to ensure general safety in the workplace.
- Prepare corresponding incident reports for all non-compliances found and ensure that each non-compliance is given corresponding countermeasure.
- Conducting monthly safety audits with all other 5S auditors and prepare corresponding report and evaluation.
- Conducting hazard identification in all areas regularly.
- Monitoring and ensuring Personal Protective Equipment (PPE) is being used in TTRI Workshop according to regulations.
4.3. 5S patrol with Top Management
DUTIES AND RESPONSIBILITIES
- Ensure that the 5S patrol walkthrough is done on a monthly basis together with members of the Top Management
- Prepare corresponding report for submission to TMP.
- Ensure that all audit findings are closed/ complied with.
4.4. Safety Equipment Monitoring
DUTIES AND RESPONSIBILITIES
- Ensure that all safety equipment (fire pump, fire extinguisher, emergency lights, etc.) are in good working condition at all times.
- Perform daily check listing for all safety equipment
- Make corresponding request for PMS and or repair as needed.
KRA 5: PROFESSIONALISM
DUTIES AND RESPONSIBILITIES
- Ensure that there will be no offenses against Customer Satisfaction both external and internal.
- Practice correct Telephone Handling skills at all times
- Carry –out any special project as assigned by your immediate supervisor or the AGM/ GM.
- Attend all company meeting where your attendance is required.
KRA 6: TEAM MEMBER DEVELOPMENT
DUTIES AND RESPONSIBILITIES
- Attendance and participation in all TMP required, company initiated trainings.
- Pass all training evaluation exams.
KRA 7: OTHER TASK
- Work with other team members and Department Heads on Admin related concerns.
- Performing other duties as may be assigned from time to time by the immediate head or next higher superior
- Comply with the deliver all responsibilities and items as mandated under pertinent laws, such as, but not limited to, Environmental Laws and Policies, data privacy laws and policies, Consumer Right Laws (e.g. Consumer Act of the Philippines and Lemon Law) and policies.

Minimum Education
- Baccalaureate degree
Minimum Experience
- At least 2 years of experience of being a Safety Officer
Knowledge and skills required
- Good attention to details
- Good analytical and thinking skills
- Working knowledge of PC and Microsoft office applications ( preferable excel and power point)
- Good verbal and written communication skills
- Attended trainings and seminar related to safety and health
- Must be a certified Safety Officer (SO 3 level, preferred)
Amount of supervision received by the incumbent
- Reports to the Admin Manager but will work independently on his/her own after a brief orientation

The incumbent is responsible for managing the following:
